Workshop: Space Diplomacy
Over two days, this workshop introduces participants to the practice of space diplomacy, with a sustained human presence on the Moon as its central negotiation topic. Expert talks will explain what space diplomacy is, where it takes place, for instance at UNOOSA and COPUOS, and which issues are at stake. Further sessions will address European ambitions on the Moon and the legal framework that underpins them, as well as the role of science and technology diplomacy. Building on these inputs, participants will step into the shoes of diplomats themselves. On the first day, they will represent different states in a simulated UN negotiation and work towards a jointly adopted legal text on lunar bases and the activities conducted there. On the second day, a scenario game will confront them with a Moon on which two great powers are already present and a middle power seeks to join them. Representing fictional actors, participants will have to defend their positions, build alliances, and negotiate outcomes, with points awarded along the way and a winner announced at the end of the simulation.
