SUMMARY:From Science Fiction to Space Policy
DESCRIPTION:with Dr. Arne Sönnichsen\, IQIB GmbH. This session explores how science fiction has shaped the political imagination of space and\, in turn\, real space policy. We will trace how the visions of authors\, filmmakers\, and popularisers such as H. G. Wells\, Arthur C. Clarke\, and Wernher von Braun influenced public opinion\, political decision makers\, and ultimately the race to the Moon. We will discuss how narratives of exploration\, rivalry\, and destiny became instruments of strategy and national prestige\, and ask which stories are shaping today’s ambitions in space\, from lunar bases to the colonisation of Mars.

SUMMARY:Workshop: Space Diplomacy
DESCRIPTION:Over two days\, this workshop introduces participants to the practice of space diplomacy\, with a sustained human presence on the Moon as its central negotiation topic. Expert talks will explain what space diplomacy is\, where it takes place\, for instance at UNOOSA and COPUOS\, and which issues are at stake. Further sessions will address European ambitions on the Moon and the legal framework that underpins them\, as well as the role of science and technology diplomacy. Building on these inputs\, participants will step into the shoes of diplomats themselves. On the first day\, they will represent different states in a simulated UN negotiation and work towards a jointly adopted legal text on lunar bases and the activities conducted there. On the second day\, a scenario game will confront them with a Moon on which two great powers are already present and a middle power seeks to join them. Representing fictional actors\, participants will have to defend their positions\, build alliances\, and negotiate outcomes\, with points awarded along the way and a winner announced at the end of the simulation. \nco-organised with Gina Petrovici\, German Space Agency at DLR. Registration is required.\nIncluding expert talks from: Dr. Ingo Baumann\, BHO Legal & Katja Grünfeld\, University of Cologne\nIncluding a visit to the EAC with Dr. Andreas Lundt @ ESA

SUMMARY:Europe & the Moon
DESCRIPTION:In this talk\, Lars Petzold\, Lead Exploration at the European Space Policy Institute (ESPI)\, will examine Europe’s role in the renewed race to the Moon. Starting from Europe’s contributions to international lunar programmes such as Artemis\, including the European Service Module and elements of the Lunar Gateway\, the talk will look at ESA’s own initiatives\, from the Argonaut lunar lander to lunar communication and navigation services. We will discuss whether Europe should act primarily as a reliable partner or pursue greater strategic autonomy in lunar exploration\, how it positions itself between American and Chinese led initiatives\, and what political\, industrial\, and financial choices will determine Europe’s place on and around the Moon in the coming decades.

SUMMARY:Space Security & Defence in Europe
DESCRIPTION:In this talk\, Lina Pohl will explore how space has become a central domain for European security and defence. Satellites for communication\, navigation\, and Earth observation are indispensable for both civilian life and military operations\, yet they are increasingly exposed to threats such as jamming\, cyberattacks\, and counterspace capabilities. The talk will examine how the European Union\, ESA\, NATO\, and individual member states are responding\, from the EU Space Strategy for Security and Defence to national efforts to build up military space capabilities. We will discuss the tension between Europe’s traditionally civilian approach to space and the growing need for deterrence and resilience\, and ask what it will take for Europe to protect its assets in orbit and act as a credible security actor in space.

SUMMARY:Space Innovation and Commercialisation
DESCRIPTION:In this talk\, Daniel Vrankar\, PhD candidate at TU Dresden\, will examine how innovation and commercialisation are transforming the space sector. Once dominated by state agencies and a few large contractors\, space is increasingly shaped by startups\, venture capital\, and new business models built on reusable launchers\, small satellites\, and space based data services. The talk will explore how new technologies move from research to market\, which role public institutions play as customers\, funders\, and regulators\, and how Europe’s space ecosystem compares to those of the United States and China. We will discuss the opportunities and risks of a growing space economy and ask what it takes for Europe to turn technological excellence into commercial success and strategic strength.
